This manual describes how to understand, select, and use data from telematic equipment fleet management systems to improve the bottom line of organizations using heavy equipment.

This book combines wireless telematics systems with dynamic vehicle routing algorithms and vehicle-positioning systems to produce a telematics-enabled information system that can be employed by commercial fleet operators for real-time monitoring, control, and planning. The book further presents a Messaging And Fleet Monitoring System and a Dynamic Planning System (DPS) that provides real-time decision support considering the current state of the transportation system.

Executive Order 13693 requires federal agencies to acquire telematics for their light- and medium-duty vehicles as appropriate. This report is intended to help agencies that are deploying telematics systems and seeking to integrate them into their fleet management process. It provides an overview of telematics capabilities, lessons learned from the deployment of telematics in the Marine Corps fleet, and recommendations for federal fleet managers to maximize value from telematics.

Nowadays, mobile communication services are penetrating into our society at an explosive growth rate. Applications in mobile devices offer limitations, restriction, and guidelines on how mobile software can be used in order to simplify the mobile usage. As smart phones and tablets are becoming the daily computing device of choice for young ages, it is expected that mobile applications and services should be as flexible, high quality, and secure as the desktop systems. Telematics systems offer ways to manage the fleet in real-time by promoting safer driving practices, proactively monitoring vehicle and equipment diagnostics, and even automating some of the functions these assets perform. These benefits have to be weighed against the initial investment cost, impacts to employee morale, and the need for additional staff to filter and act on the data that is being reported. The two telematics systems that the Department is currently using on a trial basis are both low risk in terms of initial investment, likelihood to initiate FOIA requests, negatively impacting employee morale, and need for additional staffing. These systems and others should continue to be explored in an effort to improve efficiencies and save costs across the entire fleet.

Managing occupational fraud is a challenge for every organization. The misappropriation of assets through the abuse of company credit cards is one way employees commit occupational fraud. This paper will discuss the abuse of company credit cards issued for the purpose of purchasing fuel for fleet vehicles. Current fraud detection techniques do not adequately confirm the existence of fraud in fuel transactions. Telematics is the technology used in global positioning systems (GPS) and vehicle tracking systems. This paper will research telematics technology and determine if it can be used as a tool to prevent, detect, or investigate fuel fraud within a vehicle fleet. The results of this study illustrate the potential for telematics information to reduce an organization's exposure to this type of fraud by enhancing existing audits with the addition of GPS information. Furthermore, telematics information provides an opportunity for future researchers to develop predictive models for the detection of fraudulent fuel transactions using test data.
