The Digital Governance in Municipalities Worldwide Survey assessed the practice of digital governance in large municipalities worldwide in 2015-16 and ranked the cities on a global scale. The survey evaluated the performance of official websites of municipalities worldwide in the areas of privacy & security, usability, content, services, and citizen and social engagement. This longitudinal study, first conducted in 2003 and repeated every two years, represents a continued effort to evaluate municipal e-governance and identify global best practices. This recent study was conducted jointly by the E-Governance Institute in the School of Public Affairs and Administration at Rutgers University-Newark, and the Department of Public Policy and Public Affairs, John W. McCormack Graduate School of Policy and Global Studies at the University of Massachusetts Boston, and was co-sponsored by the Public Technology Institute.

Higher education is a linchpin of the American economy and society: teaching and research at colleges and universities contribute significantly to the nation's economic activity, both directly and through their impact on future growth; federal and state governments support teaching and research with billions of taxpayers' dollars; and individuals, communities, and the nation gain from the learning and innovation that occur in higher education. Kaiser Permanente is the largest managed care organization in the country. It also happens to have the largest and most complex labor-management partnership ever created in the United States.
