Addressing The Climate Change And Poverty Nexus

Climate change threatens our ability to ensure global food security, eradicate poverty and achieve sustainable development. About 736 million people live in extreme poverty, and the global response to climate change today will determine how we feed future generations. By 2030, UN member countries have committed to eradicating extreme poverty and hunger for people everywhere. As ending poverty and hunger are at the heart of FAO’s work, the organization is helping countries develop and implement evidence-based pro-poor policies, strategies and programmes that promote inclusive growth and sustainable livelihoods, as well as to increase the resilience, adaptive and coping capacity of poor and vulnerable communities to climate change. In order to achieve this, FAO encourages an integrated Climate-Poverty Approach to support policy development and action by policymakers, government officials, local-level institutions, communities, researchers, and development and humanitarian agencies worldwide. The Approach has been developed with insights from many perspectives, and includes not only climate and poverty aspects, but also indigenous, gender, food security, disaster response, resilience, SIDS and coastal community perspectives, among others. With a series of policy recommendations and tools to improve the design, delivery, and results of synergies and linkages between climate mitigation and adaptation, poverty reduction and food security actions, these synergies and linkages can make significant contributions towards achieving both the Sustainable Development Goals (SDGs) and Paris Agreement targets.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

While trade exacerbates climate change, it is also a central part of the solution because it has the potential to enhance mitigation and adaptation. This timely report explores the different ways in which trade and climate change intersect. Trade contributes to the emissions that cause global warming and is itself also affected by climate change through changing comparative advantages. The report also confronts several myths concerning trade and climate change. The Trade and Climate Change Nexus: The Urgency and Opportunities for Developing Countries focuses on the impacts of, and adjustments to, climate change in developing countries and on how future trade opportunities will be affected by both the changing climate and the policy responses to address it. The report discusses how trade can provide the goods and services that drive mitigation and adaptation. It also addresses how climate change creates immense challenges for developing countries, but also new opportunities to promote trade diversification in the transition to a low-carbon world. Suitable trade and environmental policies can offer effective economic incentives to attain both sustainable growth and poverty reduction.

The evidence for human-induced climate change is now overwhelming, the brunt of its impacts is already being felt by poor people, and the case for urgent action is compelling. This book addresses the two greatest challenges of our time – averting catastrophic climate change and eradicating poverty – and the close interconnections between them. Climate Change and Development provides a comprehensive and multi-disciplinary foundation for understanding the complex and tangled relationship between development and climate change. Energy and Global Climate Change: Bridging the Sustainable Development Divide focuses attention on two urgent global development challenges faced by the UN and its member states: access to sustainable energy for all, and global climate change. This book presents compelling evidence about an often neglected aspect of the energy-climate change-development nexus faced by millions of poor: problems caused by the use of inefficient and polluting energy sources, and the lack of access to sustainable energy services. Based on a detailed examination of major UN global climate change and sustainable development negotiated outcomes over the course of several decades, this book argues in a powerful and insightful manner that intergovernmental negotiated outcomes aimed at solving the climate change and energy access challenges have been restricted by being placed in different negotiating silos. This “siloization” or compartmentalization has resulted in separate tracks of negotiated outcomes on two inextricably linked global development challenges; and, has thereby hindered prospects for integrated action. This book points out that the existence of these two silos is especially hard to ignore in light of the urgent UN-led quest for an integrated and universal post-2015 development agenda anticipated to be anchored by new sustainable development goals on energy access and climate change. By addressing the heavy reliance on inefficient and polluting energy services which result in indoor air pollution and short lived climate pollutants that tragically impact millions of poor people, this book highlights the unique importance of integrated action on the energy-poverty-climate change nexus in the UN’s post-2015 development era.

This book reviews the key conceptions and economic theories of poverty, explains poverty-environment nexus, and finally offers innovative socio-economic and scientific geospatial solutions for the 21st Century. The book makes it possible for our readers to understand poverty thorough a concise review of the major theoretical economic frameworks, measures of poverty, and points out the need to understand rural-urban dichotomy of poverty. We find the theories and measures to be less-than perfect and therefore point out the need to treat these measures and theories as convenient tools lacking perfect accuracy and utmost scientific reliability. It follows then that the supposedly knowledgeably crafted poverty reduction and environmental preservation solutions are inherently imperfect. The economic solutions proposed in this book transcend extant humdrum macroeconomic and policy measures targeting poverty and environmental issues. We point to a new paradigm in which private sector and other stakeholders can create new and inclusive markets where value is co-created and shared. Above all, this book offers timely state-of-the-art geospatial solutions targeting the most pressing global problems of water, e.g., the use of the Gravity Recovery and Climate Experiment (GRACE) missions to estimate changes in stored water in the water-poverty-environment nexus, pollution, agriculture and disaster management, where geospatial techniques are applied under strong environmental impact assessment regulatory regimes. This book provides a good summary of economic theories of poverty as well as a vivid depiction of the state of environmental degradation in the world. People often work separately on different issues that are, in fact, closely intertwined. The principle of holism is that the whole is greater than the sum of its parts, and I believe that this joint-venture of two experts on poverty and environment has produced something more than a sum of two separate monographs on the issues. Climate change is the defining development challenge of our time. More than a global environmental issue, climate change and variability threaten to reverse recent progress in poverty reduction and economic growth. Both now and over the long run, climate change and variability threatens human and social development by restricting the fulfillment of human potential and by disempowering people and communities in reducing their livelihoods options. Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people s lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways. Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.

Global trends of population growth, rising living standards and the rapidly increasing urbanized world are increasing the demand on water, food and energy. Added to this is the growing threat of climate change which will have huge impacts on water and food availability. It is increasingly clear that there is no place in an interlinked world for isolated solutions aimed at just one sector. In recent years the "nexus" has emerged as a powerful concept to capture these inter-linkages of resources and is now a key feature of policy-making. This book is one of the first to provide a broad overview of both the science behind the nexus and the implications for policies and sustainable development.
