Achieving Global Mobility

This research brief highlights the likely changes that will arise in global mobility requirements for UK Armed Forces between now and 2040. It also outlines a range of options to deliver global mobility in dynamic threat and policy environments.

The Global Mobility Report frames the transport agenda around four global goals: universal access, efficiency, safety and green. Unless those four goals are pursued simultaneously, mobility will not be sustainable for current and future generations. For example, policy decisions must not prioritize universal access interventions without considering the implications they may have on efficiency, safety, and green. Deviating from any of the goals will compromise the achievement of sustainable mobility. At stake is the fact that none of these goals are independent, but they are all interconnected. In many cases, there are synergies among pairs of goals, or even across all four. Synergies occur when projects and policies help achieve more than one goal at a time. Butin other cases, advancing the agenda on one goal may hinder another. Therefore, synergies shouldbe captured and apparent trade-offs should be managed. By acknowledging these interconnections and managing them appropriately, mobility will be able to generate more benefits for society, strengthening its role as a driver of social inclusion and economic competitiveness, with the least impact on safety and the environment. This note provides examples of the synergies and trade-offs a policy-maker should consider and manage.

Recent and current literature on the topic Global Mobility has shown that it is evolving. This comprises legal requirements, cultural changes and technical developments. The interaction and inter-dependency of all these factors increase complexity which requires an adjusted handling by Human Resources and Global Mobility departments. In his book “The Global Mobility Profession”, Daniel Zinner describes in a comprehensive way why there is a requirement to train a first generation of true Global Mobility Professionals and how to achieve it. Furthermore, Daniel Zinner takes a strategic outlook in his book on the direction Global Mobility shall develop into. He comes to the conclusion that given the immaturity of this field, a standardization of terms and terminology is the logical next step to provide transparency and comparability in the area of Global Mobility. This will help to further position Global Mobility as a strategic and efficient function in organizations.

The Global Mobility Report 2017 (GMR) is the first-ever attempt to examine the performance of the transport sector, globally, and its contribution to a sustainable future. Sustainable transport and mobility are fundamental to progress in realizing the promise of the 2030 Agenda for Sustainable Development and in achieving the 17 Sustainable Development Goals (SDGs). As members of the international community, we have a shared responsibility to shape the transport agenda. The overall aim is to achieve universal sustainable mobility. This will require greater coherence within the transport sector, to support global decision-making and influence investment. This GMR is a first step in building stakeholder consensus on this path.The GMR is meant to be a continuing resource, as we plan on updating this report every two years. The proposed targets and indicators herein¿which establish the elementary global tracking framework for transport¿are based on and complement the SDG indicators that were developed by the Inter-Agency and Expert Group on SDG indicators (IAEG-SDGs) created by the UN Statistical Commission. They establish a baseline for future tracking towards sustainable mobility, and provide the sector with information and tools on which to base policy and investment decisions. The baseline issue of the report will be launched in the autumn of 2017.

The Global Roadmap of Action Toward Sustainable Mobility is the culmination of a joint effort by the Sustainable Mobility for All (SuM4All) to develop a comprehensive policy framework to assist decision makers in cities and countries as well as practitioners at development banks to identify gaps, necessary steps, and appropriate instruments to attain the Sustainable Development Goals (SDGs), and improve the sustainability of their transport sector.On the basis of the imperative established by the Global Mobility Report (2017), the GRA private sector consultations paper and the 6 GRA policy papers (Urban, Rural, Gender, Efficiency, Safety and Green mobility) comes this centerpiece report - embodying the collective knowledge of all 55 SuM4All Member organizations and 180 experts. It was developed through an iterative process to ensure its relevance and practicality. Over 50 policy decision makers at the country and city levels engaged on various drafts and to share their experiences, and more than 25 large corporations were questioned on constraints in the enabling environment to innovate and create the solutions of the future. Donors supporting this effort over an 18-month period included: the German Federal Ministry for Economic Cooperation and Development, the World Bank and the Michelin Foundation.With this tool in hand, SuM4All is now equipped to engage with decision makers in a new dialogue on mobility and support their transition towards sustainable mobility. Sustainable mobility has become the new imperative for transport policy. There have been a number of policy attempts at sustainable mobility globally, such as the development of more efficient conventional transport technologies, the promotion of efficient and affordable public transport systems and the encouragement of environmental awareness. Such policies have so often been presented as prerequisites for sustainable mobility that they are now taken for granted. But are any of these policies really successful? To what extent do they actually contribute (or fail to contribute) to sustainable mobility? Why do some policies succeed and others fail? Using an interdisciplinary approach which brings together various theories and methodologies, this book tests each of these policies - or hypotheses, as the author sees them - with detailed empirical investigations. It also argues that leisure-time travel should be included in any sustainable mobility policies, as it now accounts for 50 per cent of all annual travel distance in developed countries. The book concludes by suggesting fourteen theses of sustainable mobility for the EU and a new model for future best practice.

As United States Africa Command matures, United States Transportation Command will have to be postured and trained to accommodate a greater Department of Defense dependence on the En Route System (ERS) to ensure rapid global mobility of forces and resources. Today's ERS is postured to handle limited movement of forces to multiple theatres concurrently. The maturation of USAFRICOM will place increased reliance on the ERS to move resources to Africa. The current ERS is not adequately postured to handle large, sustained, humanitarian or military operations in, through or out of USAFRICOM. Increased movement requirements to and through Africa will require an investment of people or infrastructure to ensure sustainability, effectiveness and efficient movement of resources. A review of the current ERS reveals the need for an additional en route location to effectively and efficiently deliver resources to Africa if large, sustained movement is required.

This White Paper, divided into two parts, lays out the Government's policy objectives in relation to "National Security through Technology", particularly in relation to technology, equipment, and support for UK defence and security. Part 1: UK Defence and Security Procurement - sets out the Government's aims for the procurement of technology, equipment and support to meet the UK's defence and security needs; Part 2: The UK Defence and Security Industry - looks at the wider UK perspective, including growth, skills, and emerging sectors, within the context of defence and security procurement policy and at government action to encourage UK-based companies to fulfil defence requirements here and develop successful exports. The publication follows up and develops themes and issues raised in the Green Paper "Equipment, support and technology for UK defence and security: consultation paper" (Cm.7989, ISBN 9780101798921, published December 2010).
