Electrostatic particle accelerators are used in a number of fields, such as nuclear physics, atomic physics, materials science, accelerator mass spectrometry, environmental science and even art. The annual SNEAP meetings act as an efficient medium for exchanging experiences in the operation of electrostatic particle accelerators. The proceedings, with submitted manuscripts, transcribed discussion sessions and technical laboratory status reports, are a valuable source of practical knowledge for all accelerator staff.In the 31st Symposium of Northeastern Accelerator Personnel 76 delegates from 19 countries representing 47 laboratories and companies. Fourteen papers dealt both with the operating status and new developments at low energy linear accelerator laboratories in Australia, France, Germany, Hungary, India, Russia and the United States.
