A Survey Of Early Warning Technologies

An assessment of capacities, gaps and opportunities toward building a comprehensive global early warning system for all natural hazards.

Following a series of natural disasters, including Hurricane Katrina, that revealed shortcomings in the nation's ability to effectively alert populations at risk, Congress passed the Warning, Alert, and Response Network (WARN) Act in 2006. Today, new technologies such as smart phones and social media platforms offer new ways to communicate with the public, and the information ecosystem is much broader, including additional official channels, such as government social media accounts, opt-in short message service (SMS)-based alerting systems, and reverse 911 systems; less official channels, such as main stream media outlets and weather applications on connected devices; and unofficial channels, such as first person reports via social media. Traditional media have also taken advantage of these new tools, including their own mobile applications to extend their reach of beyond broadcast radio, television, and cable. Furthermore, private companies have begun to take advantage of the large amounts of data about users they possess to detect events and provide alerts and warnings and other hazard-related information to their users. More than 60 years of research on the public response to alerts and warnings has yielded many insights about how people respond to information that they are at risk and the circumstances under which they are most likely to take appropriate protective action. Some, but not all, of these results have been used to inform the design and operation of alert and warning systems, and new insights continue to emerge. Emergency Alert and Warning Systems reviews the results of past research, considers new possibilities for realizing more effective alert and warning systems, explores how a more effective national alert and warning system might be created and some of the gaps in our present knowledge, and sets forth a research agenda to advance the nation's alert and warning capabilities.

The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. The Encyclopedia encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 11, namely “Make cities and human settlements inclusive, safe, resilient and sustainable” and contains the description of a range of terms, which allows a better understanding and fosters knowledge. This book presents a set of papers on the state of the art of knowledge and practices about the numerous challenges for cities, solutions and opportunities for the future. Concretely, the defined targets are: Ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums Provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons Enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries Strengthen efforts to protect and safeguard the world’s cultural and natural heritage Significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations Reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management Provide universal access to safe, inclusive and accessible, green and public spaces, in particular for women and children, older persons and persons with disabilities Support positive economic, social and environmental links between urban, peri-urban and rural areas by strengthening national and regional development planning Substantially increase the number of cities and human settlements adopting and implementing integrated policies and plans towards inclusion, resource efficiency, mitigation and adaptation to climate change, resilience to disasters, and develop and implement, in line with the Sendai Framework for Disaster Risk Reduction 2015–2030, holistic disaster risk management at all levels Support least developed countries, including through financial and technical assistance, in building sustainable and resilient buildings utilizing local materials Editorial Board Samuel Borges Barbosa, Luciana Londero Brandli, Elisa Conticelli, Erin A. This publication (published in 2 volumes, not sold separately by TSO) is intended for people who have an interest in and practice disaster risk management and sustainable development. It provides guidance, policy orientation and inspiration, as well as serving as a reference for lessons on how to reduce risk and vulnerability to hazards and to meet the challenges of tomorrow. It consists of (vol. 1) the report, including case studies; and (vol. 2) annexes, for example, a glossary of specialized terminology , and a directory of international, regional, national and specialized organizations (vol. 2). It replaces the preliminary version which was released in July 2002 (not available from TSO).

This book documents seven examples of Early Warning Systems for hydrometeorological and other hazards that have proven effective in reducing losses due to these hazards. The cases studied encompass a variety of climatic regimes and stages of economic development, raging across the industrialized countries of Germany, France, Japan and the United States, to Bangladesh, the island nation of Cuba and the mega-city of Shanghai. Demonstrated characteristics of these exemplary cases are synthesized into ten guiding principles for successful early warning systems that will, it is hoped, prove useful to countries seeking to develop or strengthen such systems within their own borders.

Around the world, extreme weather events are becoming increasingly "the new normal" and are expected to increase in the 21st century as a result of climate change. Extreme weather events have devastating impacts on human lives and national economies. This book examines ways to protect people from hazards using early warning systems, and includes contributions from experts from four different continents representing 14 different universities, 8 government agencies and two UN agencies.
