A Strong Foundation For Ohios Workforce Development System

Members of the General Assembly and their constituents periodically have questions about workforce development in Ohio. While there is not a single definition of what constitutes 'workforce development' in the U.S., generally these efforts focus on individuals, rather than businesses. Federal law provides funding and establishes the framework for Ohio's workforce development system, which the state implements in coordination with local governments. This information brief answers some of the most frequently asked questions regarding workforce development in Ohio.

The Regional Workforce Partnership (RWP) was formed in 1996 to examine and address issues relating to workforce development. Members are: Ohio Urban University Program and the Northeast Ohio Council on Higher Education along with other councils and associations.

This Handbook intends to inform Data Providers and researchers on how to provide privacy-protected access to, handle, and analyze administrative data, and to link them with existing resources, such as a database of data use agreements (DUA) and templates. Available publicly, the Handbook will provide guidance on data access requirements and procedures, data privacy, data security, property rights, regulations for public data use, data architecture, data use and storage, cost structure and recovery, ethics and privacy-protection, making data accessible for research, and dissemination for restricted access use. The knowledge base will serve as a resource for all researchers looking to work with administrative data and for Data Providers looking to make such data available.
