The use of sporting and other mega-events to bring about transformation of socially deprived areas of major cities is becoming an increasingly important part of the raison d'être for hosting such events, especially given the immense costs involved and the current economic climate. The tax-paying public increasingly has to be persuaded of the benefits, beyond the event itself, to spend the nation’s resources in this way. How do Olympic legacies come about? This book offers an alternative approach to the study of Olympic and mega-sport event legacy, challenging how legacy is conceptualised and practised. It shifts the focus from legacy as a retrospective concept concerned with what has been left behind after the Games, to a prospective one interested in actions and interactions stimulated by the Games. The book argues that creating Olympic legacy is a continuing four-stage process involving ‘investing’ (the accumulated common Olympic cultural capital), ‘interpelling’ (forming a trusteeship relationship where one party undertakes to change the capacity of another), ‘developing’ (ensuring participation in interactions and resource development) and ‘codifying’ (documenting, sharing and remembering legacies so they become cultural capital). It presents a developmental approach to the Olympics which involves vision, trustees and trusteeship and is concerned with capacity building at individual, organisational and societal levels. Thinking of Olympic legacy as capacity building allows seeing the goal of legacy as an embodiment of the aspirations of the Olympic Movement and the Games to introduce radical change in society by transforming its structure. Hence, firstly an overall framework is set by defining and categorizing mega events in general before interrelating them to the concept of sport events tourism. Secondly, the author discusses the impacts and related issues of MSEs before highlighting best practices of realized event legacies discussed within the academic literature. The research paper concludes with a summary of the previous discussion into a number of definite 'lessons learned'. The latter corresponds with the overall aim of this research paper as it tries to extract the operational strategies successfully applied in the context of MSE legacy from the available academic literature to support tourism policy makers.

A mega sport event involves huge investments in city infrastructure. After the event, the structures that remain may be an asset to the stakeholders, or they may be a burden. Faced with high costs, the taxpayer demands that the event-related social, economic and ecological changes will in the end have improved living conditions for the host city. But it is not easy to identify sport event legacies in their entirety, because event-related changes may be confused with non-event-related development, and because a wide variety of areas and stakeholders are affected. This paper looks at how to identify legacies, who is affected by the legacies, how long they last, and how to judge whether a legacy creates or destroys value. It stresses that legacies affect stakeholders differently - positively for some and negatively for others. It considers how to maximise positive legacies and suggests that these can best be controlled by governmental organisations. It notes that legacies gain and lose power over time and that often a legacy will be activated only if environmental changes offer opportunities.

Large-scale and mega sport events (SMEs), such as Olympic Games and FIFA World Cups, have been more frequently hosted in emerging nations. Bidding and hosting SMEs is considered an object of policy for many emerging nations, with SMEs viewed as key factors in local and national development strategies. This has largely been driven by the assumption that their legacy provides solutions to economic, social, cultural, or political challenges. A variety of legacies have predominated the literature over the past two decades, however it is proposed that there is a difference in the types of legacies anticipated or realized within emerging nations. This exploratory study therefore aimed to determine the types of legacies anticipated or realized by emerging nations as a result of hosting sport events, and to determine if these differ from those of established nations. A systematic literature review followed the PRISMA approach to identify and select peer-reviewed articles that focused on legacies from major and mega-events hosted in emerging nations.

The UEFA European Football Championship 2008TM (EURO 2008) was the largest sports event ever organized in Switzerland. The host nations Austria and Switzerland emphasized the sustainability of the event. Through their analysis the authors argue that well-known principles of sustainability and policy were not uniformly implemented for the EURO 2008. Current anticolonial discourses in Africa frame a public agenda for positive social transformation underpinned by a human justice framework. Sociologists studying social and educational legacies associated with mega-events have been instrumental in a critical analysis thereof. This paper firstly examines multiple understandings of 'legacy', and secondly provides an overview of educational programmes of five consecutive Summer Olympic Games (2000 to 2016). IOC's Agenda 2020 is founded on the commitment to deliver on selected sustainable development goals proposing a neo-colonial framework for educational practices and top-down development. Developing nations need to make informed decisions for optimally leveraging meaningful social transformation and educational practices associated with sport mega-events. Within South Africa, intersecting development and educational agendas from different levels of engagement (international to national and local) by stakeholders, form different configurations to allow space within physical education and school sport practices for sport mega-event educational legacy programmes.
