Expanded access to and improved quality of secondary education in Sub-Saharan Africa are key ingredients for economic growth in the region This Secondary Education in Africa (SEIA) synthesis report makes this point by bringing together a significant volume of analytical work sponsored by the World Bank and by many African and international partners. 'At the Crossroads: Choices for Secondary Education in Sub-Saharan Africa' argues the case for broad and equitable access for a basic education cycle of 8 to 10 years, as well as for expanded education and training opportunities. This book, first published in 1980, provides a summary of the major research findings of previous studies of the sociology of education in Sub-Saharan Africa within an original and stimulating general framework whilst also devoting space to their own research findings. The major themes of the book are education and social inequality, the sociology of the school, the teacher and the curriculum, and education and development. The student of the sociology of development will find a stimulating discussion of education in relation to socio-cultural, economic and political change in contemporary Africa.

Since the 1990s, sub-Saharan Africa has experienced unprecedented attempts at reforming teacher and student classroom practices, with a learner-centred pedagogy regarded as an effective antidote to the prevalence of teacher-centred didactic classroom practices. Attempts at reform have been going on all over the continent. In fact, learner-centred pedagogy has been described as one of the most pervasive educational ideas in contemporary sub-Saharan Africa and elsewhere. Research has revealed that the major attempts have largely failed mainly because teachers have not been able to adopt instructional innovations to technical problems. This failure is also related to lack of resources, and poor teacher training programmes which lead to poor teacher quality, among others. This book attempts to explain why pedagogical change has not occurred in spite of the much energy and resources that have been committed to such reforms.The book also takes us inside what the author calls 'the socio-cultural world of African classrooms' to help us understand the reasons teachers dominate classroom life and rely disproportionately on didactic methods of teaching. Its conceptual analyses capture the best of both the sociology and the anthropology of education in contexts of poverty, as well as the politics of education.The book concludes that a socio-cultural approach should be the basis for developing culturally responsive indigenous pedagogies, though these may or may not turn out to be in any way akin to constructivist learner-centred pedagogies.

This book explores rurality and education in sub-Saharan Africa through a lens of social justice. The second volume of a two-volume project, this book explores possibilities and constraints of rural social justice in diverse educational contexts, with particular emphasis on higher education. Drawing on contexts from across sub-Saharan Africa, this volume examines such topics as student-teacher preparation, post-colonialism and access and participation. In doing so, these volumes reflect the need to shift conceptions of rurality from colonial and conservative stereotypes to an appreciation of rurality as locations in space and time. Focusing on inclusivity and intersectionality, these books raise important questions into rurality and social justice, and champion openness for education in rural communities who may be excluded.

The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are “policy orphans,†? positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth’s school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners’ actions working with youth in Sub-Saharan Africa.
